Edmund Strother Phelps (s. 26. heinäkuuta 1933, Evanston, Illinois) on yhdysvaltalainen Columbian yliopiston taloustieteen professori. Hänet palkittiin Nobelin taloustieteen palkinnolla vuonna 2006. Hänet tunnetaan makrotaloustieteen ja etenkin kasvuteorian tutkimuksesta. 1960-luvun lopulla Phelps kehitti odotuksiin perustuvan mikroperustan työllisyyden määräytymiselle ja palkkadynamiikalle. Lisäksi hän teki uraauurtavaa tutkimusta niin sanotun luonnollisen työttömyysasteen (engl. natural rate of unemployment) alustavan version parissa.
